Just type the name in the search bar, change community to users and you'll find the user.

 

Then just click on their profile and choose send PM.

Correct.  Private Messages sent to PSN users on the PlayStation Community Forums can't be received on the user's PS3.  Those PMs can only be read on this board.

 

No idea why web <--> ps3 message functionality hasn't been implemented yet.
