Heres a link off the DCUO Source website which was created by a mod on the boards. Its a work progress skills planner. There are only 3 powersets on there at the moment but he is still working on completing it, just thought id add it as its quite useful.
if possible could a mod sticky this as it will help players hone their skills before making a commitment to picking skills in the game.
